US President Joe Biden has pledged to slash greenhouse gas emissions and wants solar to provide 45 per cent of the nation’s power supply by 2050. It’s a hugely ambitious target, which will require millions, maybe billions of new solar panels. But where those panels will be built is at the heart of a controversy that has clouded US solar development in recent months.
